Core Leadership Group Members

Jerry Barton is President of the Federation of Associations of Former International Civil Servants (FAFICS).  He spent 28 years with the International Atomic Energy Agency in increasingly challenging IT management roles, including IT security and development of codes of conduct.  His tenure included four years as Executive Secretary for the IT Network of the UN System’s Chief Executives Board, bringing together IT leadership from all UN system organizations. After retirement, Jerry joined the Association of Retired International Civil Servants in Austria (ARICSA), becoming president in 2011. Elected FAFICS president in 2022, he focuses on diversity, inclusion, succession planning, and transparency. He serves as representative on the UN Joint Staff Pension Board.

Aziel Philippos Goulandris is the Secretary-General of the World Federation of United Nations Associations since October 2023. He holds M.A.s of Geopolitics and International Relations from King’s College London and the University of Bordeaux as well as a B.A. in Law. He served WFUNA for 10 years as Education Officer, Director of the Geneva Office and Deputy Secretary-General and has been instrumental in expanding the outreach capacity of the Organization as well as many programs. His past work experience include, inter alia, serving as Human Rights and Humanitarian expert for the Greek Permanent Mission to the UN in Geneva, Legal Advisor, as well as Legal Officer for the French Coast Guard Service.

Gonzalo Pérez del Castillo is a former senior UN official with 23 years of international service (1969–1992), having served as UN Resident Coordinator and Head of Mission in several countries. After leaving the UN, he became a consultant for governments and international organizations, contributing to UNDP post-conflict missions in Eastern Europe, the “Democracy in Latin America” report (2004), and UN reform evaluations. He later engaged in private sector and anti-corruption work, presiding over Uruguay’s Council on Foreign Relations – CURI. A university lecturer and author, he has published essays and novels on politics, development, and international affairs.

Dr. Ramesh PV is a visionary global leader with over 40 years of transformative experience in governance, strategy, and sustainable development across public, private, and international sectors. He has managed over $60 billion annually in public finances and infrastructure investments, spearheading organizational transformation and policy innovation. Dr. Ramesh has collaborated extensively with UNFPA, IFAD, UNOPS, and the World Bank, delivering strategic solutions across 40+ countries. His expertise spans health systems, renewable energy, climate resilience, and public-private partnerships. He implemented India’s first SAP-based financial management system and championed electric mobility initiatives. Dr. Ramesh provides board-level advisory services and advances sustainable development through strategic leadership in nonprofit organizations globally.

Ambassador Nureldin M. H. Satti is a seasoned diplomat and retired UN senior official from Sudan. He served as Principal Deputy SRSG for UN missions to Burundi (2002-2006), contributing to the Arusha Accord implementation, ending the war, organizing 2005 elections, and ensuring peaceful power transfer. Ambassador Satti has extensive experience in mediation, conflict resolution, and peacekeeping across Africa, the Middle East, and Asia, supporting the AU and IGAD. He served as Sudan’s ambassador to the United States, France, Switzerland, and the Vatican. A former Global Fellow at the Woodrow Wilson Center, he holds a doctorate from Paris-Sorbonne and has authored several books on African politics, peacekeeping, and Sudan’s social transformation.

The Facilitation Team

Steve is an international development specialist with expertise in designing programmes and projects that produce positive, sustainable impact. Over 40 years with the UN system, primarily UNDP, he helped strengthen capacities of over 30 national governments and multinational organizations including UNDP. Steve pioneered knowledge-sharing networks in the UN, launching UNDP’s first initiative in 1999, which grew to two-thirds of staff across 136 country offices. In 2005 he created India’s acclaimed “Solution Exchange,” organizing 12,000 professionals into 11 thematic communities. He established 12 additional communities across Asia, the Pacific, Africa, and Europe, including co-creating in 2020 the COVID Action Community India. He is currently co-founder of (not-for-profit) PeerConnect Knowledge Solutions.

Franco Becchi is an Advisor on Social and Economic Development and former UNOPS official with 35 years of experience, working extensively with UN Volunteers, NGOs, and civil society organizations in complex development programme design and management. His expertise spans sustainable development, post-conflict intervention, disaster mitigation, environmental protection, peacebuilding, and access to health. Franco’s field experience includes Namibia’s independence process, Cyprus reconciliation efforts, and Iraq development projects under the Oil for Food programme. He advised UNOPS on staff-management relations, and was involved in high-level negotiations with UN agencies, major bilateral donors, international financial institutions, and governments worldwide. Since retirement, Franco remains active in emergency assistance and community organizations in Stamford, Connecticut

Andrea Tamagnini spent 30 years with the United Nations in Africa, Latin America, and the Middle East, specializing in development, post-conflict reintegration & recovery. He served with UNDP in conflict countries, Angola, Mozambique, Somalia, Jerusalem, and in Guatemala during the UN-sponsored Central American Peace Initiative. Later, he joined UN Peacekeeping in Liberia as Director for “Ex-Combatants’ Reintegration & Recovery” and conducted advisory missions in Côte d’Ivoire, Sudan, South Sudan, Turkey, Ethiopia, DR Congo, & Libya. Since 2001 he lectured at ISPI Milan and Bocconi, collaborating with LUISS University & UNDESA in Rome.

Nupur Gupta is Co-founder and Programme Lead of PeerConnect, a startup building online communities where professionals share knowledge and collaborate on complex challenges. With over 17 years of experience in community-building, she has established UN-sponsored communities across Bhutan, Bangladesh, the Pacific Islands, Afghanistan, and Africa. Beginning as Facilitator for Solution Exchange India’s Disaster Management Community, Nupur has moderated humanitarian knowledge networks and trained facilitators across UN agencies, including at the International Labour Organization’s training centre in Turin. During COVID-19, she co-created the COVID Action Community India and provided guidance for a humanitarian helpline initiative. Based in Gurugram, India, Nupur is a mother of two who enjoys photography and runs a book club.

You’re on your way to becoming a member of the UN Advocacy Community!
The Sign-up Form provides us with the information needed to help us better understand the makeup of our Community. In addition to the usual particulars and contact information, we ask for information about your areas and level of expertise, and to answer three (optional) questions that we use to better tailor Community conversations to your interests: What help could you offer? What help would you need? And what “burning issues” would you like the Community to address?
We will be interacting through a LinkedIn Group, so you will need a LinkedIn account to participate. If you are not on LinkedIn you will be asked to open a (free) basic account through a simple, brief signup process.

Seven Rules of Participation

To be accepted as a condition for joining this Community

Joining this Community is free, voluntary and open to anyone interested in sharing news, views and information with your colleagues through the “Share” forum, in contributing advice, experience and expertise for use by others through the “Consult” forum, or for adapting others’ advice, experience and expertise for their own use.

In becoming a member of this Community and interacting with colleagues over the Share and Consult forums, you hereby agree to follow these seven basic Rules of Participation:

  1. This Community is comprised of professional peers and not of organizations. Messages posted to a forum represent the personal contributions of the members and not the positions of the organizations they are employed by.
  1. Messages from members are primarily for the purpose of sharing information, advice, experience and expertise relating to a Community’s professional domain or programme they are collectively engaged in. The online forums should not be used to promote or advocate views, opinions or political positions unrelated to the issues addressed by the Community. Dialogue and debate on these subjects can be done more effectively through the other discussion forums available. Spam and promotional solicitations are also not allowed.
  1. Messages should be provided in a positive and constructive manner. Contributions intended to intentionally defame or discredit the views of another individual or group are not allowed. The Participation Guidelines offers additional advice to ensure that your membership in this Community is a positive and beneficial experience
  1. Postings to the Share and Consult forums are subject to this Community’s Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License and are freely available for others to cite or use as they choose, provided that members acknowledge the original contributor. Attachments or citations offered with these postings retain the permissions associated with the material unless they are archived on the server of the Document Repository, where they acquire the rights associated with the Community’s Creative Commons license.
  1. To ensure adherence to the above rules, messages sent to the Share online forum or the Consult email group go first to the Community moderator (the “Facilitator”), who is responsible for reviewing and approving messages to be posted. In carrying out these functions, the Facilitator reserves the right to edit and/or withhold messages that are found not to be appropriate for posting. When a message is withheld or heavily edited, the Facilitator will notify and/or consult with the sender.
  1. In posting edited and unedited messages or incorporating these messages into synthesized responses (“Consolidated Replies”), Community management accepts no responsibility for their veracity or authenticity. Members intending to use or transmit the knowledge or information contained in these messages should be aware that they are relying on their own judgment.
  1. Members also agree to adhere to the legal rights associated with using the Community’s website and interactive forums. Legal terms and conditions governing the use of the website, forums and the material contained therein are spelled out in the Terms of Service applied by PeerConnect Knowledge Solutions, LinkedIn and other applications included in the Community’s online platform.
